WHO CHARGES THE MOST for a basic undergraduate education in Canada? Tuition more than doubled in the 1990s, but in recent years many provinces have applied the brakes, slowing the rate of increase considerably. Fees in British Columbia and Newfoundland have fallen five per cent and 10 per cent respectively, while Manitoba continues to award students a 10-per-cent rebate on fees frozen at last year’s level. Quebec has kept Its university price tag constant since 1994, but the freeze in Quebec does not apply to out-of-province students. Elsewhere, the costs continue to mount.

Maclean’s ranks the universities with a student’s pocketbook in mind. All fees are for undergraduate arts and science programs as of September, 2001. The names of several universities appear twice on this list: Quebec institutions where out-of-province fees apply, and schools where fees for arts programs differ from science programs.
