Canada and Belgium The author of “Canada—Next Belgium?” (by A. R. M. Lower, Maclean’s, Dec. 15) misses some main points. Unlike Canada, Belgium did not agree beforehand to be a base of the operations of one nation against another . . . Indeed, she resisted, and so today does not share the defeat of Germany, but is an independent and honored nation.
