THE DOWNTOWN SECTIONS of Canadian cities have traditionally been designed for the benefit of everybody except the people who live in them. The office buildings which fill most of our downtown streets are usually designed first as rent-producers, then as status symbols for their owners and tenants, and then, finally, as places for human beings to exist.
